It’s a good question because Elissa is the first pro street part and can easily be found as such by Googling, but Google tends to overlook some of the people who are part of the story. Jamie Reyes was the only girl skater in any of the videos during the golden ‘93 til’ era but she wasn’t pro because the industry kinda sucked in that way back then

Taking the word too literally. Think the author’s just saying he’s stoked on her skating and art. Substitute the word legend with inspiration and it’s odd.
