East Germany under Stasi control did similar. In East Berlin, they could get West German TV broadcasts and the local Stasi spies, sometimes teachers, would ask the kids what they watched on TV last night, paying special attention to whoever unwittingly mentioned a West German or US show not knowing what the punishment entailed. Their parents were then usually arrested and either sentenced to hard labour or if they got lucky, forced to spy on their family and friends.
North Korea is way more fucked up than the old East German regime though.

Notwithstanding them using this story to divert attention away from current, non theoretical issues, it depends what they mean by training up civilians and how they use them I would have thought? First reaction was a big Fuck That but then I reckoned that if the UK was invaded and the regular army was overrun and The Baddies were entering my street to kill everyone, if getting trained meant having access to a rifle and ammo that I now know how to use then that sounds better than sitting inside crossing my fingers that this particular invading squad are not the rapey/torturery type. But if it means being sent to the front line like a Russian prisoner squaddie to soak up shells, then nah.
